High-performing companies are faced with a problem: their incident rates have dropped so low that is it very difficult to rank site performance. Without knowing relative site performance, it is difficult to efficiently allocate site improvement efforts.

However,  when rates are low as shown on the right, year-to-year noise makes it very difficult to estimate the true underlying incident rate for each site.
